Ownership and governance
RNA is a government-owned company whose highest governing body, the seven-member Board of Directors, is appointed by the President of Angola. RNA is subordinated to the Ministry of Telecommunications, IT and Social Communication.
Source of funding and budget
RNA is majority-funded by the government. The station also generates commercial income, mainly through advertising sales. In 2020, RNA had a budget of AOA 8.7bn (US$ 14.6m), some 90% of which was accounted for by a state subsidy, according to a company report. In 2021 and 2022, RNA received AOA 7.8bn and AOA 8.8bn, respectively, from the state budget, according to financial documents from the government consulted for this report.
The state also offers funds to RNA for various investments. For example, in 2022, it allocated a total of US$ 40m for the modernization of the station’s program to reach a larger coverage.
Editorial independence
The government doesn’t impose rules obliging RNA to favor the government in its coverage. However, indirectly, authorities are known to influence the editorial coverage of the station, which was also a finding of an ad hoc content analysis we carried out for this project.
No statue and no oversight or assessment mechanism to validate RNA’s editorial independence have been identified.
