Ownership and governance
Launched in May 2022, Poder Popular is managed by the Secretariat of Strategic Planning (SPE), a governmental entity responsible for overseeing the implementation of President Xiomara Castro’s endorsed state social and economic strategy for the period 2022-2026.
Source of funding and budget
Poder Popular is fully funded by the Honduran government. According to government documents, in 2023, the newspaper received a budget of HNL 26m (US$1 m).
Editorial independence
Poder Popular functions as a government newspaper with the sole mission of covering the government’s policies. Its management and government officials have stated that the newspaper was established to fill a gap in the news media market, as the state did not have a space to explain its policies and programs.
No domestic statute or independent assessment/oversight mechanism validating Poder Popular’s editorial independence has been identified.
