Ownership and governance
ELTR was created by a decree signed by the President of Kyrgyzstan in 2005. The decree replaced the television and radio broadcasting company Osh-3000 with ELTR. In 2015, the Government of Kyrgyzstan made a decision to grant ELTR the status of a state broadcasting company.
Source of funding and budget
The government provides most of the budget for the ELTR’s operations, according to local journalists interviewed for this report in December 2023.

ELTR’s editorial strategy is completely controlled by the government, and the station closely follows the requests and orders of the authorities, according to local journalists interviewed for this report in December 2023.
No domestic statute law or independent evaluation or oversight mechanism has been identified to establish and validate ELTR’s editorial independence.
