Saigon Times Group
Founded in 1991 in Ho Chi Minh City, the Saigon Times Group has matured into one of Vietnam’s foremost multimedia publishing houses. It attracts audiences thanks to its blend of business and consumer-oriented publications, most notably the Vietnamese weekly Thoi Bao Kinh Te Sai Gon (Kinh Tế Sài Gòn), the English-language daily The Saigon Times Daily, and several niche titles such as the consumer-focused Sài Gòn Tiếp Thị and the tech-centric Thời Báo Vi Tính Sài Gòn.

Ownership and governance
Saigon Times Group operates as a wholly owned subsidiary of the Ho Chi Minh City Department of Industry and Trade. The Department not only appoints its leadership but also supervises its operational affairs, a relationship corroborated by experts and journalists as of June 2024 and March 2025.
Source of funding and budget
As a government entity, the Group’s financing stems from state budget allocations, although it does not publicly disclose its annual funding figures. In recent years, its publications have also sought revenue through advertising sales, albeit under the City administration’s close watch.
Editorial independence
Embedded within the administrative structure, Saigon Times Group’s editorial direction remains under the purview of the Ho Chi Minh City Department of Industry and Trade. To date, no legal framework or independent body has been identified that guarantees or audits its editorial autonomy.
