Government Media

The Ukrainian government owns and operates several media outlets, among them Rada, a television channel dedicated to covering parliamentary proceedings, Golos Ukrainy, a newspaper focusing on parliamentary affairs, and Uryadovy Kuryer, which reports on the activities of the executive branch.

Ownership and governance

The management structures of these government media outlets are appointed directly by state authorities—Parliament and the Cabinet of Ministers—underscoring their institutional dependency.


Source of funding and budget

These outlets are financed exclusively from the state budget. Rada TV and Golos Ukrainy combined were to receive UAH 78 million (US$ 1.95 million) in 2025, a substantial decrease from their UAH 198 million (US$ 4.95 million) allocation in 2024.


Editorial independence

By design, the mission of government media is to document and publicize the work of the very institutions that fund them, Parliament and the Government. As a result, they lack editorial independence. Local experts and journalists interviewed for this report in 2024-2025 consistently noted that these outlets command limited visibility in the media landscape, with small and declining audiences.

There is currently no statute or regulatory safeguard in Ukraine that guarantees the editorial independence of government-owned media. Nor is there an independent oversight body to evaluate their impartiality or to monitor compliance with public interest standards.
