Qazcontent

Qazcontent JSC (in Kazakh: «Qazcontent» акционерлік қоғамы) is a state-owned media and digital content company in Kazakhstan tasked with implementing the government’s information policy in the online sphere. The company operates a portfolio of official news and information portals, cultural websites, and state communication platforms, serving as a central hub for the state’s digital media presence.

As of 2025, Qazcontent manages several key assets, including Baq.kz (Kazakh-language news portal), Adebiportal.kz (literature and cultural heritage portal), E-history.kz (historical information platform), El.kz (national information portal), Primeminister.kz (the official website of the Prime Minister of Kazakhstan) and Ruh.kz (a platform promoting the “Rukhani Zhangyru” (Spiritual Renewal) program). These outlets function both as news providers and as instruments for disseminating state policy narratives to domestic and international audiences.

Ownership and governance

Qazcontent JSC is wholly owned by the Government of Kazakhstan and is under the jurisdiction of the Ministry of Culture and Information. The company’s governance structure consists of a Board of Directors and a Management Board, with appointments made through government channels.

As of June 2025, members of the Management Board are Sergali Abailuly Balazhan, Aina Zadabekqyzy Zadabek (Chair of the Management Board), Aigul Myrzabaevna Akhbutina, Erbolat Tilekqabiluly Kamenov and Beken Kyrygykhanovich Konysov.


Source of funding and budget

Qazcontent is funded almost entirely through Kazakhstan’s state budget, receiving allocations from the Ministry of Culture and Information under the framework of state information policy programmes. Its revenues are tied to government procurement contracts and service agreements for the creation, maintenance, and promotion of official media resources. There is no significant commercial income, and Qazcontent’s financial sustainability is dependent on ongoing state support.


Editorial independence

Qazcontent’s editorial strategy is directly shaped by its mandate to implement Kazakhstan’s state information policy. All content production and dissemination are aligned with government messaging priorities, and there are no statutory safeguards or independent oversight mechanisms ensuring editorial autonomy. The company’s digital platforms are widely seen as vehicles for state propaganda and public relations rather than independent journalism.
