Ràdio i Televisió d’Andorra (RTVA)

Radio and Television of Andorra (in Catalan: Ràdio i Televisió d’Andorra, RTVA) is the public broadcaster of the Principality of Andorra. The broadcaster was founded in 2000, replacing the preceding entity, the Radio and Television Agency of Andorra (ORTA), which had been created in the late 1980s.

Ownership and governance

RTVA is a joint-stock company wholly owned by the Government of Andorra, created by the Law on Public Broadcasting and Television as adopted in 2000. Governance rests with a board of shareholders appointed by the government; this board also designates the company’s Director General—a role currently held by Juande Mellado.

Source of funding and budget

RTVA primarily relies on funding from the Andorran government, supplemented by advertising revenue. In 2024, the government approved a budget of approximately €5.36 million for RTVA.

Editorial independence

Legally, RTVA must abide by general principles enshrined in the Andorran Constitution—objectivity, truthfulness, impartiality, freedom of expression and information, and political, cultural, and social diversity.

However, evaluations—such as those from Reporters Without Borders (RSF)—indicate that, while no formal mandates compel favorable coverage, the government does significantly influence RTVA’s editorial agenda, as reported by journalists interviewed in April 2024. There remains no known independent oversight mechanism to assess or safeguard the broadcaster’s editorial independence.
