Ownership and governance

RTV Melilla is operated by the public corporation INMUSA—officially Radio Televisión Melilla, S.A.U., which evolved from the earlier INMUSA. . While no detailed public records clarify its governance model, local experts and journalists indicate that ultimate authority resides in a Board of Directors appointed by local authorities.

The president of INMUSA, Sebastián Alarcón, continues in that role as of 2024–2025, and he has been the primary spokesperson for budget announcements and strategic direction.

Source of funding and budget

Local authorities fully fund RTV Melilla. Available figures show that in 2020, the company received a subsidy of approximately €3.2 million. In 2022, RTV Melilla’s total budget was around €3.9 million, accordingt to company data. In 2024, the budget rose to about €4.5 million, an increase of €600,000 on the previous year, with most of the increase allocated to personnel costs. For 2025, the budget is set at nearly €5 million, with INMUSA’s overall budget estimated at €4.885 million, about a 4 % increase over 2024, with nearly half earmarked for staff salaries and approximately €875,000 allocated to investments in real estate and technical equipment.

Editorial independence

There is no evidence of systematic editorial control by the government over TVM. Equally, no formal statutes or independent oversight mechanisms exist to validate its editorial independence.
