Ownership and governance

CVMC was created through Law No. 6 of 2016 as a public service for radio and television broadcasting owned by the Generalitat (Valencia’s autonomous government).

CVMC is run by the Governing Council whose 10 members are appointed by the Corts Valencianes, the parliament of the Valencia region.

Source of funding & budget

CVMC is fully funded from the state budget of the government in the Valencia region. Its state budget subsidy in 2022 was somewhere close to €79m, according to data from the local government. According to the law, CVMC receives funding equal to 0.3% to 0.6% of the overall budget of the Valencia regional government.

Editorial independence

There is no evidence of editorial interference by the regional government at CVMC. On the contrary, various experts say that CVMC has proved so far that it’s editorially independent. That is due to a large extent to the independence of the board that governs the activity of CVMC. Various attempts to influence the editorial agenda of the company have been harshly criticized by the broadcaster. In September 2023, for example, an employee of the station, sister of a top official in the Valencia region, was castigated by the station after she tried to influence the editorial coverage by CVMC’s outlets to favor her brother’s interests.

Through the law that created CVMC and an internal regulatory statute, the editorial independence of the broadcaster is guaranteed.

CVMC has a Citizens’ Council that acts as the broadcaster’s programming and content advisory body. The council assists CVMC’s Governing Council and general management in evaluating the corporation’s programming strategies and services as well as conveys feedback sent by the audience to the station’s management. The Council accepts complaints, suggestions and proposals from the audience.
