ARB Media Group

ARB Media Group has been removed from the State Media Monitor dataset. Its previous classification as Captured Private Media is not sustained by the evidence available for this review cycle.

State Media Monitor could not verify the current shareholders or beneficial owners of the licensed ARB entities, or establish a common ownership and control chain across the services.

The Audiovisual Council’s public register identifies the operating entities. ARB and ARB24 are licensed to ARB 24 LLC; ARB Cənub to CTV LLC; ARB Şimal to RTV LLC; and Kəpəz TV and Kəpəz FM to Kəpəz Müstəqil Teleradio Şirkəti LLC. The regulator’s current regional television list includes ARB Günəş, ARB Cənub and ARB Şimal, lists Kəpəz TV separately, and does not carry ARB Aran or ARB Şəki under those names. These records establish the licensees but not their shareholders, beneficial owners or relationship to a common parent, and the previously published roster should be treated as obsolete.

A 2021 secondary ownership study attributed an unspecified interest in ARB TV to İsmət Sattarov but provided neither an ownership percentage nor a corporate record, and is insufficient as evidence of current ownership.

Sattarov led ARB Media Group before entering regulation. The President appointed him to the National Television and Radio Council on 4 April 2020, and Council members elected him chairman on 6 April. Contemporary reporting states that Radik Ismayilov replaced him as head of ARB Media Group that same day. The evidence therefore supports a revolving-door and prior-affiliation concern, not a verified simultaneous management conflict or a continuing ownership link.

Public financing is documented only at project level. Both ARB and ARB24 have broadcast programmes and social videos produced under a state-order scheme in which successful broadcasters receive contractual payments, with expenditure documentation and regulator monitoring. This establishes content-specific public funding but not a general operating subsidy or predominant state financing. Interview testimony asserting broader state support identifies no amount, route or proportion.

State Media Monitor conducted no content analysis of ARB’s output. Observer characterisations and interview testimony indicate possible government alignment but do not independently demonstrate state control of the group’s editorial decisions.

Because neither current private ownership and common control nor the editorial-control condition required for Captured Private Media is established to State Media Monitor’s evidentiary standard, ARB Media Group is excluded from the mapping.

State Media Monitor will reconsider the classification on obtaining corporate or Article 26.7 records identifying the participants and beneficial owners of each licensee; evidence connecting the separate licensees through ownership, contractual control or a common governing body; the state-order contracts and payment amounts, together with evidence of any broader state support; and current content analysis of ARB and ARB24’s news and political programming.
