The classification is unchanged. Municipal control satisfies the ownership condition, while commercial revenue predominates, so the funding condition for State-Controlled Media is not met.
Control without predominant funding
The ownership condition
The Government of Moscow acquired control in March 2014 through the city-controlled company Moscow Information Technologies, buying from Media3, which managed the media assets of the privately controlled Promsvyazcapital group. No subsequent change of control was identified.
The funding condition
Interview evidence describes advertising and related commercial activity as providing the majority of income, with RUB 1.33 billion in revenue and RUB 50.3 million in net profit for 2025. Public support exists but its scale is unknown, so predominant public funding is not established.
The footer of aif.ru states that the website operates with financial support from the Ministry of Digital Development, Communications and Mass Media. State Media Monitor could not establish its amount or conditions, obtain a complete breakdown between advertising, subscriptions and public funding, or determine whether the publisher receives separate support from the Moscow city government.
Formal safeguards
Article 1 of the Law on Mass Media protects freedom to seek, receive, produce and distribute mass information, and Article 3 prohibits censorship and prior approval. Articles 18 and 19 restrict founder interference and describe editorial offices as professionally independent. Moscow officials also undertook in 2014 not to change the newspaper’s editorial policy.
What they do not reach
Article 18 permits intervention where authorised by legislation, the editorial charter or the founding agreement, and allows founders to require publication of founder statements. The 2014 undertaking has no legally enforceable basis, and no independent supervisory body or protected appointment procedure supports it.

In May 1990, Guinness World Records recorded a circulation of 33,431,100 copies, with an estimated readership exceeding 100 million. Ownership and governance

The newspaper is published by AO Argumenty i Fakty.

The Government of Moscow acquired control of AiF in March 2014 through the city-controlled company Moscow Information Technologies. The publisher was acquired from Media3, which managed the media assets of the privately controlled Promsvyazcapital group. No subsequent change of control was identified.

At the time of the acquisition, Moscow officials stated that the city did not intend to change the newspaper’s management or editorial policy.

Ruslan Novikov is General Director and Mikhail Chkanikov has served as Chief Editor since February 2022. The publisher’s current website identifies both in those positions.

Source of funding and budget

AiF operates primarily through commercial revenue, including advertising, subscriptions and digital activity. Journalists and media professionals interviewed by State Media Monitor in March 2023 and June 2024 described advertising and related commercial activity as providing the majority of its income.

Public corporate data record revenue of approximately RUB 1.33 billion and net profit of approximately RUB 50.3 million in 2025, compared with RUB 1.55 billion in revenue and RUB 95 million in net profit in 2024.

Public financial support is also present. The footer of aif.ru states that the website operates with financial support from the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.

State Media Monitor could not establish the amount or conditions of that support, identify a complete breakdown between advertising, subscriptions and public funding, or determine whether the publisher receives separate financial support from the Moscow city government. The available evidence does not establish that public funding accounts for most of the publisher’s income.

Editorial independence

AiF’s editorial coverage is aligned with Russian state narratives, particularly concerning the war in Ukraine and Russia’s relations with Western governments.

Content analysis conducted for State Media Monitor between March 2023 and May 2024 found a consistent pattern of favourable treatment of the Russian armed forces and disparaging coverage of Ukrainian forces and Western institutions.

The European External Action Service’s Third Report on Foreign Information Manipulation and Interference Threats, published in March 2025, records AiF among Russian media that republished material during a documented FIMI incident, alongside NewsFront, Tsargrad and Readovka.

AI and digital policy

State Media Monitor could not identify a published AiF policy governing generative artificial intelligence, mandatory human verification, model provenance or audience disclosure, and could not establish the extent to which artificial intelligence is used in editorial production.

Classification rationale

Argumenty i Fakty remains classified Captured Public or State Managed/Owned Media (CaPu).

It is publicly controlled at municipal level. The Government of Moscow acquired the publisher in March 2014 through the city-controlled company Moscow Information Technologies, and no subsequent change of control was identified. No independent supervisory board, protected appointment procedure or external mechanism separating editorial management from the municipally controlled ownership structure was identified.

It is not shown to be predominantly publicly funded, which is what distinguishes this entry from State-Controlled Media. Interview evidence describes advertising and related commercial activity as providing the majority of income, and corporate data record RUB 1.33 billion in revenue with RUB 50.3 million in net profit for 2025. Public support nevertheless exists: aif.ru states that the website operates with financial support from the Ministry of Digital Development. Its amount and conditions could not be established, and no complete breakdown between commercial and public income was identified.

Its editorial agenda is aligned with the state. Content analysis conducted between March 2023 and May 2024 found favourable treatment of the Russian armed forces and disparaging coverage of Ukrainian forces and Western institutions, and the European External Action Service records the outlet among Russian media that republished material during a documented FIMI incident. The 2014 undertaking not to change editorial policy has no enforceable basis, and the formal protections of the Law on Mass Media are unsupported by independent governance.
