ELTR

ELTR is a Kyrgyz state television and radio company broadcasting nationally, with historical roots and a continuing institutional presence in Osh. A regional radio editorial office was established there on 15 September 1967, the first broadcast for southern Kyrgyzstan went out on 20 January 1968, and the Osh television studio made its first transmission on 9 September 1970.

ELTR maintains operational bases in Bishkek and Osh. A 2023 nationwide study by Internews and M-Vector recorded ELTR HD’s average daily reach at around 5 per cent and its weekly reach at about 17 per cent.

Ownership and governance

ELTR is a state television and radio broadcasting company. Its status has changed twice.

By presidential decree of 10 December 2005, the state television and radio company Osh-3000 was reorganised as Public Television – ELTR. The new structure was given a public broadcasting remit and a supervisory council, although its legal organisational form remained that of a state institution. In March 2015 the government formally renamed it the State Television and Radio Broadcasting Company of the Kyrgyz Republic ELTR, by Resolution No. 122 of 16 March 2015, which remains in force.

The company’s charter identifies the Cabinet of Ministers as its founder. ELTR is a legal entity holding state property under operational management.

Erlan Dogdurbekov has served as General Director since 30 October 2020, when he was appointed by order of then Prime Minister Sadyr Japarov. Nurkamal Askanova and Orozbek Sharabidin uulu serve as deputy general directors. State Media Monitor identified no current independent supervisory board or non-executive appointment channel.

Source of funding and budget

ELTR is predominantly publicly financed while also generating commercial income.

Kyrgyzstan’s approved 2026 budget provides KGS 309.3 million in expenditure for the company, an increase of almost KGS 100 million over the previous year’s level. ELTR also sells commercial advertising and other services; official election documentation publishes its commercial television advertising rates.

State Media Monitor could not establish from the published budget summary the precise division of the KGS 309.3 million between republican budget appropriations, special account income and other revenue. Across the four state and interstate broadcasting lines in that budget, KGS 1.58 billion comes from the republican budget and KGS 90.9 million through special accounts, but the published summary does not break the split down for ELTR specifically.

The Accounts Chamber completed a compliance audit of ELTR covering 2022 to 2024, published in December 2025. It reported weaknesses involving salary and additional payments, overdue receivables, inventory shortages and travel expense documentation. State Media Monitor did not identify published full financial statements establishing the current budget and commercial revenue split.

Editorial independence

ELTR’s current charter formally states that the company organises and conducts its activities independently of state bodies and institutions. State Media Monitor did not, however, identify an independent supervisory body or governance mechanism capable of structurally enforcing that autonomy. The Cabinet of Ministers is the company’s founder, and the current General Director was appointed by the Prime Minister in 2020.

Media professionals interviewed by State Media Monitor in December 2023 and March 2025 described ELTR’s editorial line as closely aligned with government directives. Available governance and interview evidence indicates limited editorial independence in practice.

AI and digital policy

State Media Monitor could not identify a published ELTR policy governing generative artificial intelligence, mandatory human verification, model provenance or audience disclosure, and could not establish the extent of adoption in production.

Classification rationale

ELTR remains classified State-Controlled Media (SC).

It is state-owned and state-governed. ELTR is constituted as a state institution whose founder is the Cabinet of Ministers.
