Scope

The classification is unchanged. The grouping is retitled to reflect that only Uryadovy Kuryer belongs to the executive, the official bulletin joins the asset list, and both newspaper publishers entered reorganisation in March 2026.
Two founders, four publications
Verkhovna Rada apparatus
Rada, under Director Viacheslav Petrenko; Golos Ukrainy, under Director Serhii Syvolap and Editor-in-Chief Vitalii Suddia; and the official normative bulletin Vidomosti Verkhovnoi Rady Ukrainy, produced by the same publisher and separately financed.

In 2025 the parliamentary programme allocated UAH 78.2995 million jointly to Rada and Golos Ukrainy, while Rada separately awarded Kinokit LLC a UAH 101.52 million contract to produce its block of the United News telethon. That was expenditure under a production contract, not part of the parliamentary allocation. Rada ceased producing its own block on 1 January 2026 while continuing to retransmit the marathon, and selected Faino-Company LLC as a replacement producer in May 2026; the resulting contract value was not established.

State Media Monitor uses this analytical grouping for outlets owned and operated by Ukraine’s legislature and executive. Two are parliamentary: the television channel Rada and the newspaper Golos Ukrainy, whose publisher also produces Parliament’s official normative bulletin. Only Uryadovy Kuryer belongs to the executive branch. The grouping is not a single legal entity.

The parliamentary publisher’s own April 2026 description identifies two official publications: Golos Ukrainy and the weekly normative bulletin Vidomosti Verkhovnoi Rady Ukrainy. The 2026 budget passport finances both separately, so the bulletin is carried here as a distinct asset.


Ownership and governance

Rada and Golos Ukrainy are operated by state enterprises whose founder is the Management Office of the Verkhovna Rada apparatus. Viacheslav Petrenko is the registered Director of Rada. Serhii Syvolap is Director of Golos Ukrainy and Vitalii Suddia its Editor-in-Chief.

Uryadovy Kuryer is published by a state enterprise founded by the Cabinet of Ministers and headed by Serhii Braga.

Both newspaper publishers entered reorganisation in March 2026. The Golos Ukrainy enterprise entered termination through reorganisation on 3 March, and the Uryadovy Kuryer enterprise on 20 March, with Braga chairing its reorganisation commission. Both publications remained active in September 2026. The Cabinet approved the conversion of Uryadovy Kuryer into a limited-liability company wholly owned by the state. State Media Monitor did not establish the final successor form for Golos Ukrainy.


Source of funding and budget

The approved 2026 parliamentary budget programme provides UAH 80.8742 million in total.

UAH 60.6557 million goes to Rada, expressly including news and analytical programming carried through national strategic-communications platforms and marathons. UAH 20.2185 million goes to Golos Ukrainy, comprising UAH 19.2465 million for the newspaper and UAH 972,000 for Vidomosti Verkhovnoi Rady Ukrainy.

The same passport calculates that budget funds cover 86.5 per cent of the newspaper’s production cost and 100 per cent of the bulletin’s.

For Uryadovy Kuryer, the official 2026 budget request records planned state support of UAH 25.15 million, covering an estimated 56 per cent of the production cost of its ordinary edition. As a budget-plan document, this is planned support pending the final programme passport.

Editorial independence

By design, the mission of these outlets is to document and publicise the work of the institutions that own and fund them. Local experts and journalists interviewed by State Media Monitor in 2024 and 2025 consistently noted that they command limited visibility, with small and declining audiences.

The two parliamentary publications carry statutory functions. Golos Ukrainy is Parliament’s newspaper of record and Vidomosti Verkhovnoi Rady Ukrainy its official normative bulletin, while Uryadovy Kuryer reports the activities of the executive.


AI and digital policy

State Media Monitor could not identify a published policy governing generative artificial intelligence, mandatory human verification, model provenance or audience disclosure at any of these outlets, and could not establish the extent of adoption in production.

Ukrainian Parliamentary and Government Media remains classified State-Controlled Media (SC).
