Yeni Azerbaijan

Yeni Azərbaycan, or New Azerbaijan, is the official newspaper of the ruling New Azerbaijan Party, YAP. Its first issue appeared on 10 April 1993, following the party’s founding conference in Nakhchivan on 21 November 1992. YAP was then an opposition party, and the newspaper’s own history says it was established because the party needed access to mass media through which to communicate its positions. Initially published weekly, it subsequently became a daily newspaper.

Ownership and governance

Yeni Azərbaycan is founded and published by the New Azerbaijan Party. Under YAP’s statute, the party is a non-commercial legal person with its own property, balance sheet and accounts, and it has the right to establish mass-media outlets. The newspaper is therefore party-owned rather than owned by the Government or another state institution.

The party’s relationship with state power is nevertheless direct. President Ilham Aliyev has chaired YAP since 2005, while First Vice-President Mehriban Aliyeva has served as the party’s first deputy chair since 2021. The newspaper is consequently governed by a political party whose two most senior officials simultaneously hold the country’s two highest executive offices.

Alqış Musayev was appointed editor-in-chief by decision of the YAP Management Board in September 2021, succeeding Hikmət Babaoğlu. An official YAP interview published in July 2026 confirms that Musayev remained editor-in-chief at that time.

Source of funding and budget

Yeni Azərbaycan does not publish financial statements. However, historical direct public support is documented. In January 2021 the state Fund for Support of Mass Media Development awarded Yeni Azərbaycan monthly assistance of AZN 10,000 for the first half of that year; Azerbaijani reporting said the newspaper had previously received AZN 20,000 a month. That reporting establishes the assistance but does not show that it continued after 2021 or constituted more than half of the newspaper’s total income.

Yeni Azərbaycan was not identified among the newspapers receiving newsprint assistance under Cabinet Resolution No. 406 of 19 December 2025, nor was a separate allocation identified in the 2026 state budget.

Journalists and analysts interviewed by State Media Monitor in March 2024 described the newspaper as government-subsidised.

Editorial independence

Yeni Azərbaycan is institutionally and editorially aligned with the New Azerbaijan Party and the country’s political leadership. It does not present itself as editorially separate from its owner.

The newspaper’s own anniversary account describes it as faithful to the ideas of Heydar Aliyev, extensively covering YAP’s activities, supporting policies pursued under Ilham Aliyev and Mehriban Aliyeva, and contributing to the effective implementation of ideological work. It also says recommendations from the party leadership play an important role in the newspaper’s activities. This is direct evidence of an editorial mandate defined by the owning party.

The newspaper’s current coverage is consistent with that mandate, with prominent and predominantly favourable reporting on the President, the Government and YAP. Journalists and experts interviewed by State Media Monitor in March 2024 likewise described it as uncritically reflecting official positions.

Formal statutory protections apply. Articles 5 and 6 of Azerbaijan’s Law on Media, in force since February 2022, declare the media free, prohibit state censorship and unlawful interference, describe media activity as based on creative and editorial independence, and recognise journalists’ right to independence. Article 14 requires facts and events to be presented objectively and impartially and prohibits one-sidedness.

These provisions do not create structural independence at Yeni Azərbaycan. Its editor is appointed through the owning party, its declared role includes promoting party and government policy, and State Media Monitor identified no independent governance or enforcement mechanism protecting editorial decisions from the party leadership.

AI and digital policy

State Media Monitor could not identify a published Yeni Azərbaycan policy governing generative artificial intelligence, mandatory human verification, model provenance or audience disclosure, and could not establish the extent of its use in production.

Azerbaijan adopted an Artificial Intelligence Strategy for 2025 to 2028 through Presidential Decree No. 530 of 19 March 2025. Law No. 387-VIIQD of 21 April 2026 requires publicly displayed photographs, video and audio produced using artificial intelligence to carry a clear and easily visible indication that AI was used. Companion legislation introduced an administrative fine of AZN 80 to AZN 150 for knowingly disseminating such material without the required label.

The legislation does not establish a separate obligation to label every text or every item merely assisted by artificial intelligence.

Classification rationale

Yeni Azərbaycan remains classified State-Controlled Media (SC).

It is owned and governed by the ruling party, which satisfies State Media Monitor’s state-ownership condition for ruling-party publications. The New Azerbaijan Party openly founds and publishes the newspaper. YAP is chaired by President Ilham Aliyev, while First Vice-President Mehriban Aliyeva serves as its first deputy chair. The newspaper’s editor-in-chief was appointed by the party’s Management Board, and no independent editorial board or protected appointment procedure was identified.

Its editorial agenda is directed by the ruling party and political leadership. Yeni Azərbaycan describes itself as YAP’s official press organ and says its functions include promoting the policies pursued under Ilham Aliyev and Mehriban Aliyeva, covering the party’s activities and contributing to ideological work. Its declared institutional function, governance arrangements and published output all support the editorial finding.

Its current funding structure is not transparent. Direct public assistance was documented in 2021, but State Media Monitor could not establish whether it continued in 2026 or represented a majority of the newspaper’s income. Journalists interviewed in March 2024 described the publication as government-subsidised.

Under State Media Monitor’s methodology, ruling-party ownership is treated as state ownership. Yeni Azərbaycan therefore satisfies the ownership and governance condition through its documented ownership by YAP, while its official status, appointment arrangements and self-declared ideological function establish direct editorial control by the ruling party. The absence of current financial disclosure does not justify reclassifying or removing the outlet, but the profile does not claim that it is fully government-funded without further evidence.
