Space TV

Space TV has been removed from the State Media Monitor dataset. Its previous classification as Captured Private Media is not sustained by the evidence available for this review cycle.

The entry rested on the premise that the channel is privately owned within the incumbent President’s immediate family. State Media Monitor could not obtain a current corporate register extract, company charter or regulatory disclosure naming the shareholders or beneficial owner of Space Independent Television and Radio Company LLC, the licensed operator. Historical sources identify Sevil Aliyeva as the channel’s founder and show that she exercised management authority in 2021, but they do not establish the company’s ownership in September 2026. Founder, shareholder, beneficial owner and person currently exercising control are distinct positions and should not be treated as interchangeable.

Even had family ownership been confirmed, proximity to power would not by itself establish the persistent, systemic state direction of editorial policy that Captured Private Media requires. No recent analysis of Space TV’s news and political programming was available, and the channel’s editorial alignment is therefore unverified rather than established.

The funding condition is likewise unproved. Interview testimony describing generous government support does not identify an appropriation, the institution providing it, the form it took, or its value or share of revenue. Evidence from July 2026 points in the opposite direction, with reported legal proceedings freezing company accounts over unpaid obligations and incoming management describing inherited financial and technical problems.

State Media Monitor will reconsider inclusion on obtaining current shareholder documentation, evidence identifying who exercises founder or shareholder appointment rights, recent analysis of the channel’s news output, and documentation of any government financing and its proportion of revenue.
