Azad Azerbaijan (ATV)

Azad Azerbaijan Television has been removed from the State Media Monitor dataset. Its previous classification as Captured Private Media is not sustained by the evidence available for this review cycle.

State Media Monitor could not verify the channel’s current shareholders or beneficial owner. The official audiovisual register confirms that Azad Azərbaycan Müstəqil Teleradio Kompaniyası holds the nationwide television licence UYT-003, issued on 12 September 2022, but the register does not disclose ownership. Historical evidence associates the company’s founders with the Ibrahimov family, while subsequent reporting indicates that control changed without reliably identifying the transferee.

A State Media Monitor content analysis conducted in May 2023 found systematic pro-government bias in ATV’s coverage of domestic and international affairs. That finding is sound, but editorial bias alone does not establish Captured Private Media. The classification requires verified private ownership together with evidence that state authorities or state-linked actors exercise control over editorial decisions. A privately owned outlet may support a government of its own accord; capture requires a demonstrated mechanism. No such mechanism was identified.

The classification will be reconsidered on obtaining an official corporate register extract or equivalent record naming the current shareholders or beneficial owner, evidence identifying who exercises shareholder or appointment rights, and documentation of any state control mechanism over editorial decisions.
